Impact Statement:

The primary purpose of this position is to maintain the golf course grounds, and make sure our guests, members and public play on the most fantastic looking course in the Pacific Northwest. You'll provide effective management, supervision, and coordination of Echo Hills Golf Course, with primary operational emphasis on turf, irrigation, equipment, landscaping, course conditions, and grounds-maintenance activities. The Golf Course Manager is responsible for planning work, directing staff and contractors, establishing maintenance priorities, monitoring results, and ensuring the course remains safe, healthy, playable, and attractive. This is a hands-on management position, and the manager will perform grounds-maintenance in addition to managing the part-time grounds staff. Clubhouse operations, guest service, programming, and revenue remain important responsibilities, but they support the core mission of maintaining a high-quality golf course. The manager works closely with City Administration and Public Works to provide reliable service to golfers, residents, and visitors.

 

Position Summary:

The Golf Course Manager's primary responsibility is the management, supervision, and coordination of golf course grounds maintenance, turf management, irrigation, and overall course conditions. This includes developing and directing daily, weekly, and seasonal maintenance plans; assigning and supervising grounds work; monitoring turf health and water needs; overseeing equipment and supplies; evaluating completed work; and coordinating significant irrigation or infrastructure issues with Public Works. The manager may personally perform grounds-maintenance duties when staffing, weather, equipment problems, emergencies, or course conditions make it operationally necessary.

The position also oversees clubhouse operations and golf services. In coordination with City Administration, the manager will prepare and maintain schedules for clubhouse attendants and other golf course staff to ensure appropriate coverage within the approved budget. City Administration will assist with staffing, payroll/timekeeping, schedule changes, financial procedures, purchasing, and other administrative needs. The manager remains responsible for day-to-day staff direction, customer service, tournament support, inventory oversight, safety, and protection of City golf course assets.

 

Essential Job Functions

 

• Provide leadership to the golf course staff. Conduct routine course inspections, with particular attention to greens, tees, fairways, irrigation, turf health, playability, appearance, and safety. Establish daily maintenance priorities based on course conditions.
• Plan, coordinate, schedule, supervise, and evaluate grounds-maintenance activities, including mowing, irrigating, aerating, fertilizing, raking, trimming, weed and pest control, landscaping, course setup, and other seasonal turf-management practices. The manager may personally perform such work when operationally necessary.
• Develop and manage irrigation schedules based on weather, turf conditions, and seasonal needs. Troubleshoot sprinklers, valves, leaks, pumps, and other irrigation issues and promptly coordinate major infrastructure problems with the Public Works Director and City Administrator.
• Operate and oversee the safe use and care of mowers, tractors, utility vehicles, sprayers, hand tools, and other grounds equipment. Perform or coordinate routine preventive maintenance and repairs to keep equipment safe and dependable.
• Supervise, schedule, and assign grounds staff, seasonal employees, contractors, and volunteers. Set clear daily expectations, verify the quality of completed work, and provide training on safe equipment operation and proper grounds-maintenance practices.
• Maintain appropriate records related to irrigation, turf treatments, fertilizer and chemical applications, equipment maintenance, grounds supplies, and course conditions. Provide the City Administrator with regular updates on course conditions, maintenance needs, and significant concerns.
• Serve as a working manager who remains actively engaged in course conditions, maintenance priorities, and staff performance. The manager may personally perform maintenance duties when operationally necessary, including during early mornings, weekends, holidays, staffing shortages, equipment problems, or emergency call-outs.
• Oversee clubhouse operations while keeping grounds management as the primary focus of the position. The manager is not intended to serve as the primary clubhouse attendant; regular clubhouse shifts should normally be covered by scheduled attendants, with the manager providing supervision and backup when necessary.
• Develop and maintain clubhouse attendant schedules in coordination with City Administration. Work with Administration to address staffing gaps, timekeeping, payroll questions, and schedule changes while ensuring adequate customer-service coverage within the approved personnel budget.
• Train and supervise clubhouse attendants in customer service, opening and closing procedures, the POS system, cash handling, inventory controls, course rules, and City policies and procedures.
• Coordinate tournaments, leagues, outside groups, and golf events so that course setup, grounds preparation, staffing, and clubhouse operations are properly planned and communicated.
• Work with City Administration on the annual golf course budget, purchasing, accounts payable and receivable, credit-card reconciliation, financial controls, and cost-conscious use of City resources.
• Perform other duties as assigned or needed.

 

Grounds Maintenance & Course Conditions

 

• Develop, direct, and monitor a written or clearly communicated daily, weekly, monthly, and seasonal maintenance plan for the course. Adjust priorities as necessary for weather, turf conditions, staffing, equipment availability, play, and other operational needs.
• Monitor the condition of greens and other high-priority playing surfaces closely and take timely corrective action when signs of stress, disease, irrigation failure, compaction, drainage problems, or other turf issues appear. Seek assistance from qualified subject-matter experts when specialized expertise is needed.
• Ensure an attractive and orderly golf course, grounds shop, equipment areas, and related City property. Direct and inspect routine grounds work and verify that established maintenance standards are being met. Because of the size of the operation, the manager must be capable of personally mowing, raking, trimming, watering, and performing other routine course-maintenance work when operationally necessary; however, the primary role remains management, supervision, coordination, and oversight of course conditions and grounds operations.

 

Clubhouse, Golf & Community Operations

• Oversee day-to-day clubhouse service through assigned attendants, including snack-bar sales, merchandise, guest assistance, telephone service, tee-time support, and basic clubhouse opening and closing procedures.
• Coordinate food, beverage, merchandise, and operating-supply needs with staff and City Administration. Maintain reasonable inventory controls and stay within the approved operating budget.
• Work closely with the Echo Hills Men's Club, leagues, tournament organizers, and other regular golf-course users to communicate course conditions, scheduling needs, and upcoming events.
• Support junior golf clinics, school golf teams, and other youth-development opportunities when staffing, course conditions, and the operating schedule allow.
• Plan and support tournaments, social events, and community activities that increase use of the course and strengthen relationships with golfers, residents, local businesses, and visitors.
• Maintain a visible presence on the course and around the facility during peak periods to monitor course conditions, pace of play, guest needs, and staff performance.
• Manage tee-time and starting practices consistent with course rules and operational needs, and work with clubhouse attendants to communicate delays, closures, maintenance activity, or special-event requirements.
• Enforce course rules in a professional manner and address unsafe or disruptive conduct, including directing players to leave the course when necessary and consistent with City policy.

 

Other Duties and Responsibilities

 

• Work with City Administration on marketing, customer communication, membership or pass programs, and community outreach. Marketing is an important support function but is secondary to maintaining the course and providing reliable golf operations.
• Ensure clubhouse, food, beverage, retail, and guest-service operations meet reasonable standards of quality, cleanliness, customer service, and regulatory compliance.
• Work with the City Administrator to review revenues, expenses, cash handling, budget performance, and internal financial controls, and take timely action when operating results or expenditures require attention.
• Participate in hiring, onboarding, scheduling, coaching, and evaluation of golf course employees. Coordinate personnel matters and staffing decisions with City Administration and coordinate grounds-related infrastructure needs with the Public Works Director.
• Maintain knowledge of current turf-management, irrigation, equipment, golf-course operations, safety, and municipal practices through appropriate training, workshops, professional contacts, and continuing education.
• Participate in appropriate community and professional activities approved by the City Administrator when those activities support the golf course, the City, or the professional development of staff.

Education / Experience / Requirements

• Knowledge of the sport of golf and rules of play essential. Two or more years of experience in golf-course maintenance, turf management, parks, landscaping, irrigation, or a closely related grounds-maintenance field is strongly preferred. Equivalent combinations of training and hands-on experience may be considered.
• Demonstrated experience operating and caring for commercial mowing, turf, irrigation, utility, and grounds equipment is strongly preferred.
• Working knowledge of turf care, irrigation, mowing practices, fertilizers, pesticides, weeds, seasonal course maintenance, and basic equipment maintenance is preferred. Golf-course-specific experience is highly desirable.
• Experience supervising or coordinating employees, seasonal workers, contractors, or volunteers, including assigning work and developing schedules, is preferred.
• Knowledge of golf operations, customer service, POS systems, cash handling, retail inventory, tournaments, and food-and-beverage operations is helpful, but the successful candidate's primary professional strength should be grounds management, turf care, irrigation, and course maintenance.
• Working knowledge of common computer programs, including Microsoft Word and Excel, and the ability to learn the City's golf, POS, scheduling, and financial systems.
• Affiliation with golf, turf, superintendent, parks, or related professional associations is preferred but not required.
• Possession of, or ability to obtain within one year of hire, a valid Oregon Pesticide Applicator's License. Must be able to safely operate City vehicles and grounds equipment consistent with City policy.

Organizational Relationships

Echo Hills Municipal Golf Course is owned and operated by the City of Echo. The Golf Course Manager reports to the City Administrator, who oversees City operations. The manager works closely with the Public Works Director on irrigation, utilities, facilities, and other infrastructure-related issues and with City Administration on staffing, scheduling, finance, purchasing, and administrative support.
